Still Sentenced FIFA, Chelsea Optimistic Can Shop Players in January 2020

FIFA players are not allowed to shop at Chelsea with two transfer windows, namely the summer of 2019 and the winter of 2020. Because Chelsea is considered FIFA, it violates the transfer rules of players under the age of 18.
